About Bill
My name is Bill Noonan, and I’m the founder of Bill’s Thrills, a community-based outing service created to help adults with disabilities get out, connect, and enjoy meaningful, fun experiences in the community.
This work is deeply personal to me. One of my sons is autistic and is now 22 years old. Over the years, I’ve walked alongside him through many challenges, milestones, and successes. Those experiences shaped my understanding of what adults with disabilities truly need, not just support, but respect, dignity, independence, and opportunities to enjoy life outside the home.
In addition to being a parent, I was also a shared living provider for five years, welcoming a young adult with disabilities into my home. Living together taught me invaluable lessons about patience, communication, safety, and the importance of creating positive, inclusive experiences that feel natural and enjoyable.
That experience also taught me something just as important: families and caregivers need respite. As much as we love and care deeply for our family members, having occasional time to rest, recharge, or simply take care of ourselves is essential. That is why we try to make our adventures an all-day event. Our fee includes time for the respite and time your loved ones can spend time with friends in the community. Respite is not a luxury, it’s a necessity. I’ve seen firsthand how valuable it can be for both caregivers and the individuals they support.

My company would be honored to serve as your respite provider, giving you peace of mind while your loved one spends the day out in the community having fun.
Professionally, I currently serve as a Transportation Manager in the industry on Cape Cod. Transportation, safety, and reliability are central to everything we do at Bill’s Thrills. I am CPR and First Aid certified and trained in seizure protocols, and every member of my team holds the same certifications and experience. Together, we are very familiar with safely transporting adults with disabilities to and from community destinations.
At Bill’s Thrills, our goal is simple: to create fun, safe, inclusive days out that participants look forward to and that families feel good about. We offer thoughtfully planned outings that balance excitement with comfort, structure with flexibility, and independence with support. From meals and entertainment to transportation and supervision, everything is handled with care so that families and care providers can enjoy a little respite.
